2025 lecture presenters

Jesse Heffernan is a nationally recognized recovery advocate and behavioral health consultant with over 24 years of experience in building sustainable recovery and behavioral health systems. Most recently, he served as a Behavioral Health Advisor for SAMHSA Region 5, providing strategi guidance on policy, technical assistance, and systems change initiatives across six states and 34 tribes.
As the Founder and Director of Strategy and Outreach at Helios Recovery Services, Jesse provides consulting, training, and technical assistance for state agencies, national organizations, and community-driven initiatives in recovery support services and behavioral health innovation. He has trained and guided organizations internationally, strengthening coalitions, governmental programs, nonprofits, and leadership teams to enhance recovery-oriented systems of care.
Jesse bridges public health, behavioral health, and community-led systems, ensuring that lived experience is recognized as expertise in shaping recovery services. His personal journey of healing and discovery fuels his passion for empowering individuals, advocating for policy change, and expanding access to sustainable recovery supports.
Phil Chvojka serves as a Departmental Specialist II with the Michigan Department of Health and Human Services, where he has dedicated more than 25 years to advancing behavioral health data quality and reporting. He coordinates Michigan’s participation in the federal Treatment Episode Data Set (TEDS), overseeing admissions and discharge data for more than 1.8 million individuals across all 83 Michigan counties. Phil also serves as the state’s Behavioral Health Services Information System (BHSIS) Coordinator, maintaining key partnerships with SAMHSA and managing data submissions for national systems such FindTreatment.gov.
Throughout his career, Phil has been deeply committed to collecting and using data to improve behavioral health systems. His leadership has extended to auditing state-funded treatment providers, contributing to national epidemiology and quality improvement projects, and serving as a lead consultant on substance use disorder billing codes and reporting indicators for MDHHS.
